REGULATIONS
of ‘World’s Best Khomus’ 2nd International Competition of Khomus (Trump) Manufacturers
within framework of the 7th International Congress Festival
‘Khomus (Trump) in the World Cultural Space’

1. General Provisions

1.1. Founder of the competition: Ministry of Culture and Intellectual Development of the
Sakha Republic (Yakutia);
1.2. Competition will be held on June 23-24, 2011 in Yakutsk.
1.3. Competition administrators:
-Ministry of Culture and Intellectual Development of the Sakha Republic (Yakutia);
-Ministry of Education of the Sakha Republic (Yakutia);
-Ministry of Science and Professional Education of the Sakha Republic (Yakutia);
-Yakutsk Mayor’s Office;
-People of the World Khomus Museum and Center.
1.4. Organizing Committee shall be formed by the originator of the competition and by People of the World Khomus Museum and Center; it shall approve the action plan for preparation and holding of competition, the panel of judges, and competition brand (logo, booklet layout, diplomas, etc.);
1.5. Ministry of Culture and Intellectual Development of the Sakha Republic (Yakutia) and People of the World Khomus Museum and Center shall be responsible for administrative, financial, logistics, and HR support, as well as for cooperation with originators, sponsors and mass media.

2. Goals and Objectives of the Competition

2.1. To assess professional level of every craftsperson making different kinds of khomus (trump) instruments (hereafter khomus);
2.2. To safeguard traditional manufacturing techniques of making the national model music instrument — khomus;
2.3. To consolidate professional experiences of khomus manufacturers from around the world;
2.4. To establish constructive communication between khomus manufacturers and khomus music performers.

3. Eligibility

3.1. Manufacturers of khomus varieties from Asia, America and Europe. ‘World’s Best Trump’ title-holding manufacturers become members of International Expert Committee (hereafter IEC).

4. Application Procedure

4.1. Deadline for applications is April 25, 2011. Applications should be submitted at the following address: People of the World Khomus Museum and Center, 31 Kirov St, Yakutsk, Sakha Republic (Yakutia), Russian Federation, 677027. 4.2. Registration fee for participants is $100.
4.3. The participant shall provide the IEC with three (3) khomuses for assessment of musical and traditional qualities of the instrument, and prepare a performer for demonstration of musical qualities of khomus or submit a video with khomus performance.
4.4. The participants shall provide materials about their activities (experience of instrument manufacturing, DVD about the history of their national variety of khomus, manufacturers, promoters, and performers).
Important: presentation materials shall be in digital format.

5. Competition Procedure

5.1. The IEC of the competition shall consist of reputed academic trump experts, khomus manufacturers, musicians and performers of khomus music, etc.
5.2. Materials of the competition shall be submitted to the IEC by the Organizing Committee of the competition.
5.3. The IEC shall use a 10-point evaluation system.
5.4. During their presentations competitors shall demonstrate before the commission the musical qualities of khomus either with help of a performer, or personally; otherwise they shall demonstrate the video.
5.5. The final distribution of places and prizes shall follow the discussion and open voting at IEC members meeting.
5.6. All proceedings of the commission shall be contained in the records of the meetings.
5.7. The organizing committee reserves the rights of accepting all competition materials (including trumps) on non-refundable basis for further transfer to the People of the World Khomus Museum and Center fund.
5.8. Participants and guests of the competition will be provided with English-Russian translation free of charge.
5.9. Commission’s decisions are definitive and not subject to reconsideration.
5.10. Following events shall be held within the competition:
-Round table discussion;
-Exhibition and sale of khomus (trump) manufacturers’ products;
-‘Khomus Music of the World’ Gala Concert.

6. Awarding

6.1. Winners are awarded with diplomas and valuable prizes in 9 (nine) nominations:
-Best Traditional Khomus (Trump) Manufacturer (National Varieties);
-Best Khomus (Trump) Modification Manufacturer;
-Best Khomus (Trump) Trail Blazer.
6.2. During the competition organizing committee has the right to institute additional nominations.

7. Financial Terms

7.1. Participants shall bear all transportation fees within Yakutsk.
7.2. The Organizing Committee shall bear expenses for participants’ accommodation and meals starting from the first and to the last day of the festival.
