REGULATIONS
of ‘Khomus Kuo’ 1st International Competition
within framework of the 7th International Congress Festival
‘Khomus (Trump) in the World Cultural Space’
1. General Provisions
1.1. Competition will be held on June 25, 2011 in Yakutsk.
1.2. Venue: Yakutsk, Ys Khatyng
1.3. Competition administrators:
-Ammosov North-Eastern Federal University (NEFU)
-Yakutsk Mayor’s Office;
-People of the World Khomus Museum and Center.
1.4. Organizing Committee shall be formed by the originator of the competition and by People of the World Khomus Museum and Center; it shall approve the action plan for preparation and holding of competition, the panel of judges, and competition brand (logo, booklet layout, diplomas, etc.);
1.5. Ministry of Culture and Intellectual Development of the
Sakha Republic (Yakutia) and People of the World Khomus Museum and Center shall be responsible for administrative, financial, logistics, and HR support, as well as for cooperation with originators, sponsors and mass media.
2. Goals and Objectives of the Competition
2.1. The goal of competition is to improve performing skills of young khomus (trump) players (hereafter khomus);
2.2. Objectives of competition:
— to improve performing skills of young khomus players;
— to promote traditional values in girls’ education;
— to search for new talents.
2.3. To establish constructive communication between khomus music performers of the world.
3. Eligibility
3.1. Girls aged 16 to 25, who can play khomus (trump) and have participated in khomus (trump) music competitions.
3.2. Individuals holding the title of ‘Khomus Kuo’ (up to 30 years old as an exception) shall be admitted to the competition. Number of competition participants from the Sakha Republic (Yakutia) shall not exceed 7 (seven) people.
4. Application Procedure
4.1. Deadline for applications is April 25, 2011. Applications should be submitted at the following address: People of the World Khomus Museum and Center, 31 Kirov St, Yakutsk, Sakha Republic (Yakutia), Russian Federation, 677027. 4.2. Registration fee for participants is $100.
5. Competition Procedure
5.1. The International Jury (hereafter IJ) panel shall incorporate well-known cultural professionals, fashion designers, sponsors, world’s khomus virtuosos, performing artists, fine art experts, musicologists, trump manufacturers;
5.2. The IJ shall use a 10-point evaluation system;
5.3. Competitors shall perform solo and use a microphone only (sound records and any other backgrounds are not allowed).
5.4. Each competitor shall perform 2 pieces, no more than 3 minutes long each. Competition shall consist of the following stages:
Stage 1: Personal presentation. National costume appearance. Traditional style performance, up to 3 minutes;
Stage 2: Free improvisation up to 3 minutes;
5.5. Participants and guests of the competition will be provided with English-Russian translation free of charge;
5.6. The IJ’s decisions are definitive and not subject to reconsideration.
5.7. To take part in Internet voting the competitors shall provide 3 photos, brief personal information, a 3 minute long video of playing khomus (trump).

6. Awarding
6.1. Winners are awarded with diplomas and valuable prizes in 9 (nine) nominations.
6.2. During the competition organizing committee has the right to institute additional nominations (no more than 3 (three) nominations).
7. Financial Terms
7.1. Participants shall bear all transportation fees within Yakutsk.
7.2. The Organizing Committee shall bear expenses for participants’ accommodation and meals starting from the first and to the last day of the festival.
